Youth funding stopped after board concerns BY GABRIELLE STUART Concerns have been raised over how ratepayer funds are allocated to youth projects. The Riccarton-Wigram Community Board has stopped funding the projects until the criteria is clarified. Board members are worried that money being given to youth who apply for funding, often to attend

events outside of Christchurch, may not be beneficial to the community. Under the current criteria, projects must have obvious benefits to the young person, and “if possible the wider community” in order to be funded. Said board member Peter Laloli: “If we put $5000 into a community project it is going to have a far more valuable effect than sending

‘Johnny Smith’ to some conference in Palmerston North.” The board allocated $12,500 over the 2013/14 financial year to youth development projects. On Monday night the board approved two $450 funding grants. One was for a 17-year-old Halswell student who had been selected to compete in the International Geography Olympiad this year in Poland.

The second was a 23-year-old Canterbury University student who planned to volunteer in an eight-week internship in Indonesia studying autism there. Board member Debbie Mora said that she did not believe the second case should be funded, as there were thousands of other students who worked hard and raised funds privately to achieve their goals. • Turn to page 2

Youth funding stopped after board concerns • From page 1 Mr Laloli said that there had been no direct benefit to the community in many of the youth projects already funded. “Maybe we’ve been funding people wrongly.” The board had just over $51,000 in its Discretionary Response Fund, of which $7000 was transferred to the Youth

Development Fund. Mr Laloli said that there was not a lot of money available, and the board had “to be responsible” in the way they allocated it. Board member and city councillor Jimmy Chen disagreed. He said that young people who represented their community, especially overseas, played

an important role in building the reputation of the community. He believed that both the projects considered last week were worth funding. The Youth Development Fund criteria are different for each community board, and some require wider community benefit in order to be funded.

Halswell roads crossing worry BY GABRIELLE STUART

Halswell residents are afraid that someone could be injured or killed because pedestrian crossings have not been installed on busy roads in the area. They are concerned that children and older people could be hit while crossing Halswell Rd and other roads around the Halswell Shopping Centre. The roads run between Halswell School, Halswell Library, several retirement housing areas and the shopping centre. Residents approached the Riccarton-Wigram Community Board with their concerns last week. Halswell Residents’ Association secretary David Hawke told the board that he had seen a 70-yearold woman have to run to cross Halswell Rd, and that situation could easily have turned ugly. “When you have so many new developments in the area you can’t just wait until someone gets upset, or someone gets squashed.” The board agreed that pedestrian crossings were urgently needed in the area, but disagreed over how they should be provided. Board member Helen Broughton said that the city council needed to create a plan for controlling traffic, because the area was still growing.

▌IN ▌ BRIEF Grant for lights

The Halswell Residents’ Association has been given a $2500 grant towards lighting up the Halswell Cenotaph war memorial. The grant was made from the Riccarton-Wigram Community Board discretionary response fund. The association plans to install a floodlight at the base of the memorial this year to mark the 100-year anniversary of the start of World War 1. The project is estimated to cost about $15,000.

DANGEROUS: An elderly woman crosses Halswell Junction Rd outside the Country Palms subdivisions, one of the areas where residents would like to see pedestrian crossings installed. She believed a coordinated approach was needed, and would require planning. City councillor Vicki Buck said that would take too long. “I have very little respect for plans and strategies. Residents seem to know where the problem points are. Consult with them, get people on the ground and solve the

problems. It is not rocket science.” Mr Hawke said residents would ideally like to see something done “by lunchtime tomorrow”, but he understood that that was not realistic. He said the problem had been developing for several years, and was growing worse every month. “We naively thought that these

issues were so obvious that the council would have systems in place to address them.” The city council plans to install new pedestrian crossings outside the new Halswell Community Hub, which is expected to open next year, but Mr Hawke said that was only one step towards solving the problem.

A decision whether to go ahead with consultation on the Nga Puna Wai sports hub has been postponed until the next city council meeting on July 31. Mayor Lianne Dalziel said that the item was deferred after receiving a letter on Wednesday from lawyers for the Canterbury A&P Association. The association has opposed the sports hub at that location, saying that it would compromise parking for the Canterbury A&P Show, and would “thwart the ability” of the association to develop the park.

Theatre and stage performance has been in the blood of Martin Howells since he was 20, he is still fully involved in the entertainment business 47 years later. He has just finished directing his 20th children’s theatre show The Pied Piper and will be soon gearing up for his directing role in Geography of Loss – a story written by local playwright, Karen Zelas. Howells speaks with Hunter Calder about his life on, off and behind the stage. Martin, where have you come from and what is your background? I’m originally from the United Kingdom and moved here in 1988. My wife – her parents were New Zealanders and she was from here so I decided to stay on in ‘God’s own country’ – it was better than south-east London. Acting and theatre has

In New Zealand I have appeared in over 60 performances, I haven’t really counted. I have lived in Christchurch since 1992, and have been professionally employed in the business ever since working with the

Christchurch Court Theatre and independently on other productions and plays. What do you think makes you a good director and how do you shape your actors to perform to their best? I think my experience working at high-end level in England has helped me. And knowing what an actor needs to appreciate as they approach a new role. As a director you need to have

a vision and be able to maximise what the piece has to offer – shaping actors, that varies on their experience. You shape things differently, but it depends on who you are working with – one production I’m working on with about 40 to 50 children and it is very different to working with professionals, kids can take a bit longer. But acting is invaluable for a young person’s development – even if they don’t want to go into acting later on. So how long can it take to prepare for a show? It varies, for Court Theatre it can be a three to four-week period, you’re working every day nine to five, but it really depends sometimes you have to work around things, as people have other jobs or families. And what do you like to do in your spare time, where do you like to eat out and what do you tend to do in your other life? I’m 67 now and I love eating out, Chillingworth Rd is my favourite place. I go through phases, I’m into Mexican food at the moment, and would love to go there. I’m quite a keen cook and I still have some writing projects and video work. I just keep myself happy. So you said you write too? All the children’s plays are my original scripts. All my own adaptations, I’ve written about 15 different scripts for children’s plays and productions.

ADVICE: Martin Howells has been in more than 50 supporting roles on UK television, now he’s on the other side of the stage directing plays and productions. PHOTOS: GEOFF SLOAN had been captured by Palestine people. It was chosen by critics as one of the best productions of their year. It’s rewarding to be your own independent artist to direct something that you have control of. Oh, and the story of a 100-year-old clown Scaramouche Jones was great, it was performed in a circus tent in Hagley Park, and was about his last days of life and his last performance. But 35 years at the Court Theatre it’s too hard to choose a favourite, there has been so many enjoyable plays there. But people always say to me: ‘I loved you as Mr Mole in Wind and the Willows – which I think, I can say modestly, I

pulled it off very well. Mr Mole was just so loveable. Another thing I must mention is that it’s great to work with other terrific actors as it becomes a collaboration when you have fantastic cast, Yvonne Martin, Geraldine Brophy and Eilish Moran are a couple of key people from the Court Theatre who I have enjoyed working with – it’s great to work with all the fantastic talent. What about your wife Helen, I understand she is also involved with theatre? Helen, my wife, to be honest she does most of the hard work with the kids, she does a fantastic job. We work together a lot now – The Secret of Henry and

Alice was very successful, it was fun, we have done it twice now, we are husband and wife and it was a comedy about a husband and wife – it was great. My children have also been involved in theatre, my son is doing theatre work in London and my daughter is a vet nurse – they both act very well. Your stories and life sounds so amazing, but I must ask what is it about performing and directing theatre that drives your passion? It’s the joy, everything I do now is for the pure joy of being in theatre and being actively involved. I’m doing it for the love of it more than anything.

And when it comes to portraying a text story, how do you portray a story visually on stage – it seems as if it would be rather difficult to bring a piece of text to life? It’s a mirror of written work. I would say my real focus is working with adult actors, but working with younger actors is a different joy and you develop the story with the audience. So many young people are not comfortable with theatre, but with anything, when you understand something it becomes part of your life and you appreciate the story-telling point of view. Audiences have to listen and appreciate the story-telling point of view. Similar to how a parent might read a storybook to a child. As the director for Karen Zelas’ Geography of Loss, I am putting my own swing on her poem, it’s a poetic piece that we’re putting on stage. About her Jewish history and family background, history and cultural identity. I will ensure the intent of the poem is maximised. So then, what about your favourite plays and productions, which ones stick out in your memory? I think the ones that I’ve enjoyed the most are the ones that I have done independently as there were less constraints. Someone Who’ll Watch Over Me was a play about three prisoners in the Middle East who

The first of the $68 million city council major cycleway routes could be delayed due to conflict over a Riccarton road. Work is due to begin this summer on the uni-cycle route, which would run from Canterbury University to the central city. Christchurch Girls’ High School has opposed the route, because it would restrict their plans to expand on Matai St. The school board has asked for a six to eight-week delay on the decision, to allow the school to release its long-term master plan. That could involve closing part of Matai St, where the cycle route would run, in order to rebuild and expand earthquake-damaged school buildings. The Ministry of Education has supported the school board’s request for a delay. City council major cycleways project manager John Hannah said that the school could raise objections with the city council, but that would have to be done in a separate process. Board of Trustees chairman Mike Lay said that it could be expensive for both the school

and the city council if the plans had to be changed in the future. He said that he did not want to interfere with the cycleway development, which he said would be a great thing for students at the school. He said that the board wanted to make sure that it did not compromise potential development at the school. The plan would involve removing 17 of the 62 car parks outside the school, and he said that parking was already “at a premium” outside the school. The Riccarton-Wigram and ShirleyPapanui community boards have both approved the sections of the draft plan which apply to their wards. Riccarton-Wigram Community Board chairman Mike Mora said that he was aware of the objections from the school, but they were too complicated to address at the community board level. He said that the school could make a deputation to the city council when they made the final decision on the route. A date has not yet been set for the cycleway plans to go before the city council.

Cashmere thrill seekers are taking joy-riding to a new extreme. Teenagers have been caught riding children’s tricycles at high speeds down Hackthorne Rd at night without brakes or lights. It follows a police crackdown on

longboarders and skateboarders zooming down Major Aitken Drive in Huntsbury last year. Community Constable Peter Waldron said he had not yet received any complaints over the trike riders. “But this is obviously a danger to their safety and drivers’ safety and just not good common sense, even

if it doesn’t yet seem to be a common problem,” he said. The group of trike riders were caught travelling more than 50km/h by a member of the Christchurch South Patrol, Saturday night. Patrol volunteer Josh Tabley said one trike rider was lucky to avoid hitting a car driving up the hill.

He said the rider had to skid to a stop. On the patrol’s Facebook page, a commenter said she had seen the riders late at night. “Gives me a real fright when they come up behind me and other drivers are really furious. Dangerous,” she said. Community Constable Waldron

For gout sufferers, the inflammatory affliction can cause feelings of embarrassment, denial, guilt and a lot of pain. Issue 3 of Pacific Peoples Health describes how New Zealand has been tagged the ‘Gout Capital of the World’ with many people suffering from the form of arthritis, caused by elevated uric acid levels in the blood.

rowing research shows genetics is the main reason gout is far more prevalent in Pacific and Maori than other ethnicities, with six per cent of Maori and eight per cent Pacific people affected compared to three per cent of Europeans, and men are more likely to get gout than women. Due to the stigma surrounding gout, some people feel ashamed to admit they have it. Arthritis NZ Chief Executive Officer Sandra Kirby suspects a number of myths

He stresses that prevention is obviously key when dealing with gout. “Prevention relieves the burden on the sufferer and their family and, given gout primarily affects working age men, this will have positive effects on Pacific and Maori communities, and lead to reduction of health disparities,” he says. Although a serious problem, gout is preventable, and it can be effectively treated by medicines. Early diagnosis and treatment are important as untreated gout can cause major and permanent joint damage. Uric acid medicines are available to bring uric acid levels down, which need to be taken daily even during a gout attack, while gout attack medicines treat gout attacks – these medicines are taken when a gout attack is coming on or if in pain. Keeping to a healthy weight can also help reduce uric acid and therefore gout, as can eating three meals each day, choosing small servings of meat and seafood, eating low-fat dairy foods daily and drinking lots of water, and less alcohol. Pharmacists, GPs or doctor’s nurses can help determine the right gout treatment for each individual, and patients are more likely to make lifestyle changes if they understand their condition. Booster seats for children

T

he government changes to the laws around child restraints means the changes will require mandatory use of a child restraint for children until their seventh birthday, and the use of an appropriate child restraint if there is one available until their eighth birthday. What this means for you is that children aged between 5 and 7 that have moved to the vehicle seatbelt on their own will need to return to a booster seat. Plunket and other child safety advocates continue to encourage booster seat use for

even longer, as research shows that until a child is around 148cm tall, they need a booster seat to get best protection in a crash. Booster seats are readily available from many local retailers, including Plunket who both hire and sell appropriate seats for your children of all ages.
